To setup law
firm in Dubai as a foreign-qualified lawyer or investor, you normally open a legal
consultancy firm. You need two approvals: a professional trade licence from
Dubai's Department of Economy and Tourism (DET), plus separate registration
with the Government of Dubai Legal Affairs Department (DLAD) for the firm and
for each legal consultant.
DLAD lists a 15-working-day service time and a firm licence fee of AED 3,000 for a sole
establishment. Non-UAE applicants need eight consecutive years of legal
experience. A legal consultancy can advise, draft, and negotiate, but it cannot
plead or represent clients before the Dubai Courts. That right belongs to
advocates, and advocate registration requires UAE nationality.

Dubai's legal
market is growing and diverse. By the end of Q1 2026, DLAD reported 3,433
practising legal consultants across 139 licensed firms. International firms
made up 61.8% of all licensed legal consultancy firms, and the consultants came
from 91 nationalities. The same report counted 86 licensed international firms,
up 2.3% from the end of 2025. DLAD's 2025 annual report adds that 84 branches
of international law firms were licensed and registered with the Department.
The profession
has also grown quickly. In 2022, DLAD had 2,769 registered legal consultants.
Moving to 3,433 means roughly 24% more consultants in under four years (our
calculation).
Demand for
legal services is linked to Dubai's business growth. The Dubai International
Financial Centre (DIFC) reported 8,844 active registered companies at the end
of 2025, a 28% year-on-year increase. More companies mean more contracts,
disputes, compliance work and cross-border deals.
Growth also
means competition. Non-UAE applicants must offer a legal service that existing
firms do not already provide, or show that demand exists for it in Dubai. Your
business plan needs to prove this.

Most foreign
lawyers therefore setup law firm in Dubai as a legal consultancy and work with
a UAE national advocate when a case needs court representation.
The legal
framework also changed recently. Federal Law 34/2022 on the advocacy and legal
consultancy profession took effect on 2 January 2023. It also requires foreign
law firms opening onshore branches to develop and train UAE nationals.
Location
affects your office, licensing authority, and client base, but it does not
remove DLAD from the process. DLAD regulates the advocacy and legal consultancy
profession across the emirate, including free zones such as the DIFC. Its own
checklist also accepts a commercial licence from a free zone as part of the
application.
Choose mainland
if you want a broad onshore presence and local client access. Choose DIFC or
another free zone if your work is international, English-law focused or
finance-driven. In both cases, you still need DLAD approval.
1.
DLAD firm licence. DLAD reviews your application
and issues a No-Objection Certificate (NOC) allowing the licensing authority to
issue your commercial licence.
2.
Commercial licence. This comes from DET on the
mainland or from the relevant free zone authority.
3.
Legal consultant registration. No one may act as
a legal consultant in Dubai unless DLAD has registered them on the Roll and
issued a registration ID card.
4.
Office tenancy proof. DLAD asks for an Ejari
tenancy agreement or title deed for the premises.
5.
Professional indemnity insurance. The policy
must cover all risks and malpractice linked to legal consultancy and must be
valid when you renew the licence.

legal consultant appointed as managing partner.

A bachelor's degree in law certified by the Ministry of
Higher Education, and legalised if it was obtained abroad
•
Letters from previous employers confirming your legal
experience: two years in the UAE for UAE nationals, eight years for others
•
A professional business plan. For non-UAE applicants, it
must explain the unique legal service or the demand for it, with supporting
evidence.

The commercial licence from the licensing authority

Your tenancy agreement or Ejari, or the title deed of
the office

Your professional indemnity insurance policy
DLAD asks for
an academic qualification in law and valid professional membership in the
jurisdiction where the lawyer is authorised to practise. Consultants usually
also provide a passport, Emirates ID, CV, photo, and legalised experience
letters, so prepare these early.
The head office
must provide:

A legalised power of attorney for the managing partner,
a legalised head office resolution approving the Dubai branch, and an executive
report on the firm

DLAD fees are
only one part of the cost. A private consultancy's 2026 estimates put the DET
commercial licence at AED 35,000 to 55,000 and professional indemnity insurance
at AED 8,000 to 35,000. The same source estimates first-year costs of AED
250,000 to 1,500,000 once office space, support staff, research subscriptions
and working capital are included. Treat these as planning ranges, not official
prices.
Is there a
minimum capital requirement? DLAD's published service descriptions for
legal consultancy licences do not state a minimum share capital. Ask your
licensing authority or free zone for its own requirement.

company or partnership, or branch of a foreign firm.

Prepare your file: law degree, experience
letters, professional membership evidence, and business plan.
3.
Apply to DLAD: submit the application through
the Legal Profession System portal or by email. DLAD reviews it and may invite
you to an assessment meeting.
4.
Receive approval and pay fees: after payment,
DLAD issues the NOC to the licensing authority.
5.
Get your commercial licence from DET or your
chosen free zone.
6.
Secure your office and insurance: Ejari or title
deed, and a professional indemnity policy.
7.
Submit the final documents to DLAD so it can
issue the firm licence.
8.
Register every legal consultant on the Roll and
collect their ID cards.
9.
Get your company registered for Corporate Tax with the FTA.
The UAE charges
9% corporate tax on taxable income above AED 375,000, and 0% on income up to
that amount. Small businesses may qualify for relief: Ministerial Decision No.
131 of 2026 extends Small Business Relief to tax periods ending on or before 31
December 2029 for businesses with annual revenue up to AED 3 million. The
relief is not automatic and must be formally elected.
For renewals, a
legal consultant cannot renew their DLAD registration without completing the
Continuing Legal Professional Development (CLPD) requirements. Keep your
insurance valid too, because DLAD checks it at renewal.
•
Thinking a trade licence is enough. Without DLAD
registration, you cannot lawfully offer legal services.
•
Promising court representation. Legal
consultancies cannot appear before the Dubai Courts.
•
Submitting a weak business plan. Non-UAE
applicants must evidence a unique service or real demand.
•
Budgeting only for DLAD fees. Licence, office,
insurance, and staff costs are far higher.
•
Letting registrations lapse. Missing CLPD or
insurance can block renewal.
Can a foreigner setup
law firm in Dubai?
Yes, as a legal
consultancy firm. A non-UAE founder needs a law degree, eight consecutive years
of legal experience, and evidence of a unique service or demand. The firm cannot
plead in the Dubai Courts.
How much does it cost
to setup law firm in Dubai?
DLAD fees start
at about AED 5,000 for a single-consultant sole establishment. Your total
budget will also include the commercial licence, office, insurance, and running
costs.
How long does DLAD
approval take?
DLAD lists a

Do I need a UAE
national partner?
Advocacy firms

firm in DIFC?
Yes, but DLAD
still regulates legal practice there, so you must be registered with it as
